What the government notification says about TransUnion CIBIL and Aadhaar card verification
According to a notification dated February 25, 2026, the Ministry of Electronics and Information Technology (MeitY), after consultation with the Unique Identification Authority of India (UIDAI), said that TransUnion CIBIL Limited may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of Aadhaar number holder..
This permission has been granted under the Aadhaar Authentication for Good Governance Rules, 2020, and the Aadhaar Act, 2016.
The notification says Aadhaar authentication shall be performed for the purpose of accessing credit information reports of users, using Yes/No or/and eKYC authentication facilities, and the performance of Aadhaar authentication for the said purpose shall be on a voluntary basis.
The Ministry clarified that TransUnion CIBIL shall perform Aadhaar authentication only for establishing the identity of users during registration and login on the CIBIL platform.
TransUnion needs to take user consent
The Ministry says TransUnion, however, shall obtain the consent of the Aadhaar number holder for the purpose of authentication.
Can a user deny TransUnion for Aadhaar authentication?
Yes, you can deny Aadhaar authentication and opt for other options.
The Ministry said that Aadhaar authentication shall be on a voluntary basis and TransUnion shall inform the Aadhaar number holder of the following alternate and viable means of identification. The Ministry also said that TransUnion shouldn’t deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely:-
(a) Permanent Account Number (PAN) Card;
(b) Passport;
(c) Voter’s identity card issued by the Election Commission of India;
(d) Driving Licence issued by the Licensing Authority under the Motor Vehicles Act, 1988 (59 of 1988); and
(e) Ration Card.
Why Aadhaar authentication on CIBI
“If Aadhaar authentication is used for registration and login purposes, it eliminates the need for multiple documents to prove identity, streamlines procedures, and encourages efficiency and transparency. it also makes it possible for people to obtain subsidies, benefits and services in an easy and seamless way,” the release said.

No personal identity information is returned as part of the response.
