Local informers have uncovered a systematic operation in which construction workers and daily wage labourers from Uttar Pradesh, Rajasthan, Madhya Pradesh, and some areas of Bihar have been transported to Delhi by train over the past ten days. Each worker is reportedly being paid Rs 2,000 per day, while main supervisors (mistris) receive Rs 4,000 per day for groups of 15 to 20.
The informers state that all these workers received messages to come to Delhi specifically for the protests. As skilled construction labourers, they are adept at dismantling walls, pavements, bricks, and roadside stones — skills that have been utilized during the protest disruptions across the city.
A striking pattern has emerged regarding their payments. All transactions are being made through Google Pay in small amounts, coming from different, frequently-changing phone numbers. However, the beneficiaries remain consistent, indicating a deliberate attempt to conceal the source of funds while maintaining control over the distribution.
Security experts and local authorities believe this organized mobilization is a serious threat, urging immediate action to identify and arrest the main handlers, operators, and kingpins behind these so-called “cockroach janta party” protests. There are growing calls to prosecute those responsible under the National Security Act (NSA) and the Unlawful Activities (Prevention) Act (UAPA), 1967, to prevent further misuse of migrant labour for unlawful assemblies and civil unrest in the capital.
As the authorities intensify their investigation, the evidence points to a well-coordinated network, raising critical questions about security and the exploitation of vulnerable labourers for political motives.
